Yes, there is no need to be employed or employed by a company to apply for Fellowship.

How long does an application take to process?
Typically, the application process takes about 8 weeks. 这

Why have I been asked for interview?
In some cases, you may be asked to attend an interview.
The aim of this is for you to discuss your application with the interviewers and so clarify some aspects of it. The interview panel will consist of two trained Fellow interviewers with experience and understanding of the field in which you work.
You will have the chance to discuss your experience in more
detail and will not be expected to provide a presentation.
Interviews can be carried out in Person or via videoconferencing platforms (e.g. 视情况而定.

Why have I been asked for further information?
When assessing Fellow applications, there may be some
further evidence is required to assess the application or some information may not have been received, e.g. 缺少组织结构图. By asking for further evidence, the assessment panel is providing you with an opportunity to clarify particular details or to answer specific questions.
